The Lifetime Support Authority (LSA) will assign a Service Planner for each Participant accepted into the Lifetime Support Scheme (LSS). The Service Planner will coordinate services and ongoing review assessments on behalf of, and in collaboration with the Participant.

Following admission to hospital, the treating team will assess the person’s Motor Vehicle Injury in accordance with the LSS Rules eligibility criteria. Initially, copies of assessment reports generated while in hospital and the rehabilitation facility, will accompany applications to the LSA.

Applicants are required to provide authorisation for the LSA to liaise with hospital and rehabilitation staff and obtain information and documents relevant to the Motor Vehicle Injury. This information will determine eligibility, assist during discharge planning if accepted into the LSS, assist to organise further hospital, rehabilitation, outpatient supports or further FIM™ or WeeFIM™ assessments if required.

The LSA will engage with hospital and rehabilitation staff to access information and the relevant documents relating to applicants who apply to the LSS at any time within three years after their Motor Vehicle Injury was sustained.

The LSA will fund necessary and reasonable medical, rehabilitation and specialist services related to the Motor Vehicle Injury once Participants have been discharged home. The LSA may also fund Assistive Technology, Home and Motor Vehicle Modifications.

The LSA will request and fund functional assessments at regular intervals to determine necessary and reasonable supports.

The Participant’s Service Planner will also liaise with community treatment professionals to schedule appointments and obtain the relevant information and documents relevant to the Motor Vehicle Injury. This information will assist the LSA to continually confirm eligibility, and to assess and review Treatment, Care and Support needs.

Where relevant, the LSA will liaise with education professionals to plan the Participant’s commencement at, or return to, appropriate educational settings within:

  • preschool
  • childcare, including before and after school care
  • primary, secondary, and special schools, or
  • higher education.

The LSA will fund educational support where it relates to the Motor Vehicle Injury. This support may facilitate engagement with the educational community or with activities, to assist in achieving participant’s goals.

The Education Department can also provide extra support for children with additional needs which impact their participation and learning at school or preschool.

The LSA will consult with the Participant (parents/ guardians/Decision Makers where appropriate) and educational professionals to regularly review education or training support services to ensure they continue to meet the participant’s abilities, needs and circumstances.

In the case of children, the LSA will not fund education expenses that are the responsibility of the parent or guardian.

Attendant Car Service Providers deliver services to Participants of the LSS. Approved Attendant Care Service Providers must hold the relevant Attendant Care Industry Association’s certification for the particular State or Territory or be registered as a NDIS Provider. Examples of recognised certification are the Australian Service Excellence Standards (ASES), or the Attendant Care Industry Management System Standard (ACIMSS).

Support and Attendant Care Workers will also have contact with other service professionals as they support the Participant to access health, education, and community services.

The Participant’s LSA Service Planner will liaise with attendant care providers to regularly review support and attendant care services to ensure they continue to meet the participant’s needs.

The LSA will not fund services that the Participant is entitled to under any other applicable State or Commonwealth legislation. This may include more appropriately funded supports through other persons, agencies, or bodies as part of a common or universal service obligation or are considered reasonable disability adjustments required under law.
